That really does make it misleading, especially when they're framing it as some kind of mass abuse of HECS. I know a bunch of people who have transferred to a different course after just a single semester. In some cases they're able to credit units they completed as part of their first course into their second.
It would be more interesting to see how many people begin a course and then fail to finish any degree in that six-year period.

Some of these international students don't even understand english at a functioning level, but they still come here for education purely because of the reputation and the prestige of doing a high cost degree in australia. And unis are more than happy to accept them because it means more money. They can fail a subject and retake it as many times as they like because the uni gets tens of thousands every time
