Rigging an election is a careful balance. When a country's establishment underestimates popular support for a rogue candidate, such as Trump, they rig the election too little and fail to stop the rogue candidate from getting elected. You can mitigate this by controlling the military and just ignoring the results of the election if you don't like them, which is what Jammeh is doing.
On the other hand, if you overestimate support for a rival and rig the votes too much, it will make your regime look like the cheaters that they are. However, this can be mitigated by restricting the press or having a unitary party system(the people can vote, but only for you or maybe for your best buddy), see China for an example of this.
