They are always talking about a rise in average temperature, they're not stating what that average should be based on. Some places will get extremely wet, so that changes the temperature, while some places become extremely dry, which also changes the temperature.

We do have some control over methane. But CO2 is the problem because we adding so much every year and it takes over a century to get out of the atmosphere. Methane is gone in a few decades and it would be pretty hard to add more water to the atmosphere. Although our warming is actually doing that.
