It's a mix of both. Taking out the social media distribution would go a long way. Not everyone is going to get or carry a flier.

No... When you go to these protests, the first thing you get is a flier with the ground rules and then someone would come up to you and tell you the route (the partial route). Then someone goes around, hand out those fliers, and often try to see if anyone is down for arrestable actions.
