99% of the times you talk about time you are talking with a man living in your same nation. therefore is no need to change standard.
the few times you need to refence a global timeframe, SURPRISE SURPRISE, there is already a global time: London time.All you need to add is 3 letters after the time or expect people to assume it from the context.
to get rid of 3 letters that are needed 1% of the times to tell it it's not a good idea to bother people for the 99% of times they would prefer to reference local times.
Global time would take time and money to integrate in society, goes against roman traditions and is still partially flawed for travellers because saying to an american " we are going out at 17:00 in bucharest" would leave him wondering whetever it would be day or night at that place and time.
