Okay it can't have been the Obama inauguration because that building didn't exist then. But that doesn't mean that that photo is from Trump's inauguration, nor that it isn't forced perspective or other trickery. The weather still doesn't match.
Now, Compare the building's position to the church on the right. The building itself makes it impossible for an Obama sized crowd to fit! Also, mass transit automated reports show much more activity on the day after the inauguration then on it.

Here is how forced perspective works:
Look at the massive distance between the last monitor and the white building in the upper photo. Compare that to the photo below, which is supposedly at the same time.
Also look at the brick church, which appears to be parallel to the white building, but is actually a full block closer to the white house.
The lower building uses a TELEPHOTO LENS and low angle to obscure the empty spaces in the crowd. The empty white square in the upper photo looks like a sidewalk in the lower photo.
Clearly it is the upper photo that is accurate.

Anyone who credits a state run media above a commercially funded one on principle is a fool. A state run media's goal (or at least its unstated goal) is the dissemination of that state's political narrative, and has no economic pressures placed on it to moderate from this goal; their funding is secured, and as long as it has the approval of the government which keeps it in operation they need not offer a perspective challenging to how that government uses (or abuses) its power. A commercial funded one has incentive to serve quality programing for their chosen target audience, and as the values of the audience changes that organization has a distinct need to shift its editorial bent to suit the consumers' tastes. A commercially funded media organization is thus at least partially representative of its consumers, which is how it serves in a free media's capacity to act as a voice of the people. A state one is not.
