Nobody is "in charge" of the world. It's a game where several thousand people play at once, making an action and waiting for a reaction. The rest of us are just peons referred to as human resource or human capital, once our value is depreciated they'll throw us away like scrap machinery.

The owners of the various organizations within the international central banking cartel are at the forefront. The owners of big energy concerns are also among these people.
Oddly enough, the book Dune well describes the breakdown. The politicians are the faces of power but aren't themselves terribly powerful. It's those that control the commerce and minds of the people directly who have the power.
