No net neutrality means that service providers can restrict or slow access to whatever ISPs they see fit. This could mean anything from limiting access, slowing downloads/uploads, imposing data caps, or locking certain websites behind "premium packages". The technology that would/will allow the ISPs to fuck you over only started to be viable around the early 2000's. Remember, the internet was originally devised as a way to keep communication open in the battlefield. That means that the entire design of it was focused on making every piece of info equally important and adding in redundancies to make it so losing part of the network didn't lose that info.
In short, the original design of the technology supported net neutrality, and it took a lot of intense research before ISPs figured out how to modify that design in order to control it.
As soon as they did start controlling it, most famously with blocking bittorrent traffic in 2007, the FCC stepped in and told them to fuck right off, and there has been an intense legal battle ever since, with ISPs trying to destroy net neutrality rules and public interest groups working to keep them.
With the election of Trump, we will lose those rules. The technology now exists and is mature. ISPs have a total monopoly of the market. And the rules that were stopping them are about to be removed.
Mark my words, the internet as you have known it is over. It will soon start to resemble Cable TV.

The core of the net neutrality argument is: Do you want the ISP to pay for the infrastructure with their own money or do you want the government to use tax payer money to fund infrastructure
If you want the ISP to fund it then they have to make the money to fund it, either by charging the customer or the website. Since charging the customer is more likely to make the customer leave and find another ISP, the better option for them is to charge the websites
This all exists because most people changed from using the internet for email and Facebook to using it for Netflix and YouTube, thus creating higher demand for bandwidth which requires better infrastructure
