With the end of net neutrality it would happen almost certainly and it would give ISPs free reigns to do whatever they want.

Comcast has tried to throttle speeds and implement caps on how much data you can use in a month to sabotage their competition like netflix while prioritising their own shitty service by not slowing speeds or capping data. The only thing that stopped them from doing this was net neutrality laws and they were still able to keep the data caps in many places.

Won't work with the corporate monopolies already in place. Most people won't abandon their ISP, familiarity and convenience because of some additional restrictions from ISPs, and the ones who do won't be enough to change anything. It will just make life worse for everyone, except the profit margins of a few CEOs.
