In a protest if someone throws a rock through a window, they don't just arrest that guy, the arrest every around them. Generally everyone is charged and the innocent ones take a plea deal and get out on probation. There are instances where federal sentencing guidelines allow for placement in state prisons because of proximity to family members, but most of these idiots were probably from out of town.
