I've been talking with my brother about black people for a few days. Basically, his reasoning for why they commit a disproportionate amount of crime is this:

It has more to do with the number of them raised by a single parent. Single parenthood is the #1 determiner of a child's future criminality and societal dysfunction. More than socioeconomic status more than location more than race.
73% of black children are raised by single parents. Back when blacks had nuclear families, their crime rates were more in line with their population and socioeconomic status.
Since the great society under LBJ, blacks have systematically been financially incentivized to have broken families.
