Foreign policy is basically about negotiating advantages for your country. Part of negotiating is letting the other party know what you want and negotiating from there. Letting people know what at least some of your intentions are is necessary to negotiating.
Military action is about breaking things and hurting people. If you tell them you plans, they can either avoid you or develop an effective counter to your plan, so you keep your plans secret and take them by surprise.
