One of the most basic things about saving someone from drowning is to avoid trying to save the person by jumping into the water and grabbing them directly if they're panicking. A panicking person's first instinct will be to grab you and push you under the water to try and lift themselves out of the water. It's why life guards have life rings even in small pools where just jumping in the water would be faster.
