I called the EPA once. During my lunchbreak, I was out walking next to the river, and there was an enormous plume of white material in the water, coming from an unmarked pipe at the river's edge. Half the river width was white 400 yds downstream, and it was growing quickly.

About 20 vehicles showed up. I was surprised. Turned out some crew doing construction washed a bunch of cement or what have you down a storm drain. Must have been a lot. I imagine they were completely fucked, not that I wanted as much to happen.
