China has always had a policy of keeping launch vehicles and warheads seperated and the launch vehicles themselves are kept unfueled. If I'm not mistaken there are actually different branches of their military that are in control of warheads and launchers. It's done so no single commander could seize control of a warhead. The end result of all this paranoia and distrust in their own military is it could be upwards of half an hour from launch signal to launch.
All said and done they have about the same response time as our Titan I system back in the early 1960's, also a very small stable of warheads that are supposedly tasked for counter strike hits on West coast population centers rather than a counter- force attack.

The US can at least fight China, NK and Russia at the same time without much effort
