Well, they have produced many things of note. However, they were ruled by a Protestant elite for a large part of their history, and were crushed under that class system.

On top of this, they have had one of the biggest brain drains in history. For such a tiny population, their diaspora numbers into multiple millions in Britain, America, Australia, Canada, New Zealand, South Africa etc etc. Their population was reduced by about 25% during the Irish famine.
