Liberals just aren't used to a President doing what they promised during the campaign. They don't know how to interpret it so a politician who is doing what they promised their voters is somehow screwing up.
They also still haven't accepted that they lost, and that Trump not doing what they want isn't a negative thing in the eyes of his voters, who largely support what he's been doing.
