The civil war settled the question once and for all: states can't leave the union ever under any circumstance and any popular sovereignty from a referendum has nothing near the power needed to remove a state from the union even if it were 100-1 to secede.
Its a legal impossibility and if California attempts to leave the union Trump would be duty bound under the current rules to send in the guard/troops.

To clarify, the only way a state can legitimately secede would be with the approval of 37 other states, via amendment to the Constitution. Anything else means Civil War.

The states that are most dependent on the Fed govt (i.e. they pay less taxes to Feds than they get back) are North Dakota and South Carolina.

California is too valuable as a military asset for accessing the Pacific that under no circumstances will California be able to succeed. Every man woman and child would be sacrificed to keep that land.
