TLDR Version: Executive orders usually are directed towards enforcement of current laws (typically at the discretion of the executive branch) whereas new actual legislation has to be passed through congress.
There are some exceptions to this, but that's the general rule.

What Trump has done is enforce the laws passed by Congress and deemed Constitutional by the Supreme Court.
However, there is no official ruling by the Supreme Court and is up to their discretion to possibly overturn it. If they deem it a case and majority rules on favor(keeping the law) then it would be law unless possibly overturned by a full Supreme Court (all 9judges must be in favor)
With only 8 judges currently, its on a limbo state.

In this current case, there is a law on the books that presidents can ban specific groups of people if he feels they represent a threat to our country.
The executive order was just implementing that law.
So executive orders are based on laws or sometimes exploit loopholes in laws.

Executive orders are the president issuing orders to the executive branch (which answers to him) directing them to take specific actions or follow a specific policy, within the confines of existing laws.
For example, Trump can say "existing laws give me the authority to suspend or limit as I see fite immigration of certain groups I deem to be risky, so stop letting people from syria fly into the US".
On the other hand, Trump can't say "repeal the 19th amendment" or "decrease the rate of income tax", those are changes to the law that have to go through congress.

The point of an executive order is that Congress can't legislate every single tiny little detail. The President is there to fill in the gaps. For example, let's say Congress approves a measure to build a post office in Podunk, Alabama. The bill might include where the post office is to be built and how much money is budgeted to do it. However, the builder comes back to congress and asks "What do you want the post office made out of"? The President could issue an executive order to declare "The post office in Podunk shall be built of bricks".
Executive orders are there to fill in missing details Congress can't be bothered to debate about, hence the President is the head of the "Executive" branch. Congress legislates law, the President executes. When you execute without backing legislation though, that can be seen as abuse of executive privilege. The President has some powers that are explicitly given to them, but issuing executive orders outside of those boundaries is basically illegal and potentially dangerous to the checks and balances.
