They make the case that it doesn't need to be accurate as it's not binding in any way.

If there's doubt, they can look into it in a bit more detail. And the number of fake signatures won't take away from the point it's trying to make. So what if 1 million out of 4m are fake - there's still 3 million, which is a lot.

Basically, it's just a gauge of general opinion, rather than a formal ballot. Which is why it's a load of shit, to be honest, and has basically become a tool for venting rather than a legitimate way to raise concerns.
