Excluding Saudi Arabia shifts the focus onto them and forces them to show their hand, which gives the US leverage when negotiating, both because they need us to buy their oil and they don't want to get slapped with a travel ban themselves. See Trump's convo with Saudi Arabia yesterday.

The ban (and some of the other executive orders) seems to serve these main points:

1) Distract from less noisy but more important other administration moves (this one was putting Bannon on the intelligence/security council)

2) Try to waste all of his opponents' energy - people can't protest everything, 24/7. Eventually energy will wane. Get some flashier things out first so that the outrage is less when bigger shoes drop later

3) Test the limits - see what sort of push back there is from Congress/the courts/the public. Will civil employees comply? These are useful metrics for going forward

and

4) Condition the populace to be governed by edict and not legislation

I vaguely remember that the EO said something like the governments of nations that had been selected as dangerous for whatever reason would be given 60 days to respond to intelligence reports or information. Non compliance or unsatisfactory answers would result in solid immigration bans. I imagine it's to ensure no radicals from those countries come through as the US waits for response.
