Well for starters the eastern half of the United States is much older and has had considerable population centers for a good deal of time. Counties usually evolve as a result of that.

Also, the western half of the US, in terms of terrain, is huge and very empty. When USGS and the Army Corps of Engineers and other surveying groups got out there, there was just so much shit to be surveyed and zoned out. So they made the counties huge
