The French capital has banned vehicles registered before the year 2000 in a bid to combat pollution in the city. A law introduced in Paris on Monday requires all cars to have a sticker indicating which of six categories it fits into — indicating the year of the vehicle's registration, its energy efficiency, and its emission quantity. Any diesel-run vehicle showing a 'Level 5' sticker on their windscreen, which indicates they were produced from 1997 to 2000, is not allowed on the road. Around six per cent of France's 32 million cars fall into this category.
Vehicles registered from earlier than 1997 and trucks and buses from before 2001 are not assigned to any category, meaning they are completely banned from driving in the city from Monday to Friday between 8am and 8pm.
In Paris, the ban applies for all roads inside the A86 motorway, the second ring road around Paris, but not the A86 itself, and anyone caught driving one of these cars in Paris risks a minimum fine of €22. The new measures come after Paris and other cities recorded several severe smog spikes over the past two months. Anne Hidalgo, mayor of Paris, said the policy was necessary to encourage motorists to “change their transport modes” in order to reduce traffic. She said: “To tackle the source of the problem is notably encouraging motorists to change their modes of transport to reduce motor traffic.”

Well and I assume before 2000 is for the most part before Common Rail Diesel + Urea additive technologies were common. My guess as to part of the VW scandal was they had to tinker with the emissions software so they could make the engines pass without requiring Urea that customers didn't want to keep topping up every 5000 miles.

What's the problem? Diesel cars made before the mid-2000s for the most part don't have emissions of as high a minimum standard as those before, if their goal is cleaner cities with less air pollution and particulate matter it seems like a smart move. If it fucks anything up the government can pay to have the engines retrofitted or something to match modern standards, or just start a car-buyback program to get newer cars with good emissions standards off the road and get ones with the previous emissions standards off of it.

Yes it's more fuel efficient and produces much less CO2 than a comparable gasoline engine since the combustion process is more efficient, but that's not the pollution problem people are talking/worrying about. Literally in terms of pollution CO2 is meaningless, it doesn't cause any harm other than greenhouse effect.
The problem with diesel engines is that they produce entire orders of magnitued (up to 500x unfiltered) particulate emissions (soot, uncombusted carbon particles, etc.) than gasoline engines do, which is a big pollution hazard and air contaminant and is the reason China's air quality is so unbelievably uniquely goddamn shitty.

It takes 3 gallons of regular gas to get the same mileage as 2 gains of diesel. not only that but it takes more energy to create gasoline because you have to refine it longer with more heat.
Diesel does produce a bit of soot but a decent catalytic converter and soot filter solve all of that.
France is just following bullshit environmentalists who don't know a thing they are talking about. Meanwhile, the whole Scandinavian region is buying diesel Audi's at rate 4 for every 5 sold due to the better environmental impact and low maintenance costs.
