Yes, but it is riddled with loopholes and tech companies are exploiting them hard. They basically go out of their way and do whatever they can to avoid hiring American programmers and techies, so then they can go to the government and say that they were not able to find anyone qualified in the US. All so they can save money by importing Indians and paying them less.
There have been instances where companies actually held mock job interviews and it was found out that they intentionally passed on hundreds of completely qualified candidates, or wrote their job applications in such a way that made qualified candidates non-applicable, just so it could appear as if they tried looking.
Other places outright fire their American workers and replace them with H1B's, and then make the fired workers train them, because the H1B's are totally unqualified and have no idea what they are doing most of the time. I have heard some horror stories about H1B's from friends in tech fields. The companies threaten the ex-employees by withholding their severance packages if their do not train their own replacements.

Take a look at the market, compare it with the end of the 1920's, the end of the 1990s, around 2008/2009, take a look in to the buy/sell books on the market, you'll see in general more sell orders than buy orders. The only things that are keeping our current market at "Muh 20k" are this:
1) Companies' stock value rises when demand for their stock rises. Demand is generated by shareholder satisfaction, which is generated by profit shareholders make, thus companies wish to maximixe profits. Trouble is, the most efficient way to do this in the short term in our current economic situation is to cut costs to increase profit margins. This is not sustainable however, as you are literally drilling holes in the side of your ship to reduce weight in an attempt to raise higher out of the water.
2) Ever since the 2008 crash, the Obama administration made it illegal for anyone with less than 25k in their brokerage account to day trade, un-democratizing the market. Now, this is more than just a "muh feels" argument, it points out a catastrophic failure mechanism inherent in our market today: the only players are those with a ton of liquid capital to throw around, which limits the number of players in the market, which severely amplifies the impact each player has. Market value today is being held and currently being pumped by big hedge fund managers riding the wave. They aren't stupid, however, and are just waiting for the right moment to get out of the market and leaving the other sucker holding the bag. Trouble is, just one big hedge fund manager has to reasonably withdraw from the market and it would cause a cascading reduction in market value.
