He was the last American President with the trait of decisive leadership. Now I don't approve of all of his decisions, but he demonstrated that he was wiling to respond to a crisis with concrete action rather than dither about or take half-hearted measures.
Just look at how he handled Panama and the First Gulf War, he made a decision to take action and committed all available US Military resources to carrying out his goals, even though at the time, it was believed that both conflicts could become long, bloody quagmires (the US Army initially believed that there would be at least American 100,000 casualties in the ground campaign) and could have cost him reelection. As a result, we ended both conflicts swiftly and with a comparatively low loss of life.
Compare that to Slick Willy's dithering about in the Balkans which dragged the wars on for years and George W. Bush's half-hearted commitment to Afghanistan and Iraq, both of which turned into bloody and humiliating quagmires because we failed to strike a decisive blow. H. W. clearly had superior leadership to either of them.
Also, H. W. was willing to make unpopular decisions for the greater good, such as when he was willing to go back on his promise not raising taxes when it became clear that the US was entering a recession in 1990.
