Realistically, only Southern California would want to leave. It's got almost no fresh water, and a massive population of people who use welfare programs at a very high rate (5 million blacks and Mexicans in Los Angeles County alone). Factor in their own political leanings (an unwillingness to use their oil or secure their own border), and it would be a disaster waiting to happen. There would be no need for the US to impose sanctions.

Dividing California this many times is and always has been a smokescreen for Silicon Valley to essentially be its own state. It wants to be the little Ayn Rand Rapture fantasy nation-state.
