It isn't a unit-dependent rule, it's literally the law.
You have to provide medical aid to anyone who needs it, regardless of what side they are on. Obviously sometimes people won't follow this, but if they are caught they will be facing prison.

The only way you can legally let them bleed out is in a mascal situtation where they are triaged as expectant and you have other patients to take care of. Other than that, aide must be provided at the same quality of care as you would one of brothers in arms.
Different units had different procedures for certain things, but medical aide is universal.
