Time is a meaningless concept, as is the universe. We gave it meaning to make life easier. Time doesn't 'exist', we created it to label our days. You cannot manipulate time.
Or perhaps, particles are always acting unpredictably, and we just make up patterns as we see fit? Much like how people glance at the sky and see shapes in clouds?
Perhaps there are no "Laws or Constants", but rather "Things that say close enough to this point, with little deviation".
