for how it works? i would imagine the gravity on the outside would still work the same, even if we are off at how much mass attracts other mass. on the inside either the crust itself got enough gravitational pull to keep you on the wall (if the earth is hollow the walls would create the gravitation pulling you to the outside since there is no core to drag you deeper), or through the centrifugal force, or most likely through a mix of both.

"Precious technology" is similar to how we'd describe "precious metals" like gold or silver.
"Creeping electricity" is explained, as he put it, as a stone wall and a microwave. Supposedly you can just touch the wall, decide where the electricity will be, and power the microwave.
Clif originally did this to predict when to buy/sell in the stock market, but it turned out to be more successful on the side of predictive linguistics. Take it however you want; correct or not, it makes all of this slightly more interesting.
