That simply isn't true. Germany, Japan, and Italy have that same capacity, and choose not to use it. So do South Korea, Sweden, Belgium, Spain, Taiwan, even Mexico and the Netherlands....really, if you have nuclear reactors, then you're capable of building some type of nuclear weapon, it's not a huge leap to make.
South Africa, Argentina, and Brazil all had nuclear programs that they chose to cancel (thanks to international pressure and simply not wanting to deal with the problems caused by sticking nukes in South America or Sub-Saharan Africa).
