Presence of Lunar Ranging Retro Reflectors can be easily tested with sufficiently powerful laser and medium sized telescope. LRRR's are only Apollo instruments that are still being used to gather data. They even ditched using the original 110 inch telescope used for work and replaced it with 30 inch telescope to save on costs.

This would be solid evidence but it was proven in the early 60s by both Americans and Soviets you can bounce a laser off the surface of the moon and receive a signal back. The laser that arrives at the surface is miles wide anyway.

My hypothesis involves closed door agreements between the CIA and Stanley Kubric. Kubric was filming 2001 at the time, and had a wicked awesome movie set. NASA had a one-of-kind f/1 Carl Zies lens that Stanley wanted to use in the film so the CIA facilitated a 'trade'- Stanley gets the lens to borrow, while the CIA uses the set to make photos of a lunar landing.
Why? The initial lunar landing was faked due to the spacerace with Russia and pressure from Kennedy. There was a new nationalism sweeping the nation and the propaganda was ramped up to get the citizenry behind a space race with Russia. Kennedy wanted to be first and when the time was right, faked the initial photos to 'beat' the russians. Only shortly there after did the US send peeps to the moon. The doctored photos bought the US time to get their space program in gear because the Russians were initially more successful than murica.
Hense why there are discrepancies regarding the first moon photos as well as having equipment and men make it there later on.

KYS. In their own way unmanned missions are far more complicated, even when risk to human life is pretty much limited to potential launch accidents.
A lot of small human errors (does NASA use imperial or metric units?) and reliability of Proton launch vehicle are only a star when it comes to failure of mars missions.

To do that without reflectors, they would need order of magnitude more powerful lasers and more powerful telescopes. Originally used 107 inch telescope had one of largest mirrors back in the day, 4th largest to be precise. Current day Keck or VLT might get return from similar laser used in 60's. Hardware found on Keck observatory and European Southern Observatory was way out of technological possibilities of 60's.
