There's quite a few in a few block radius. >no heads up was given >can't find info on why they were installed and by who >they had to have installed them early morning so people wouldn't notice.

Level 2 will protect you from almost anything that's a pistol caliber, which is what the vast majority of gun murders are committed with, both against civilians and LEO. Also attempted gun murders.
Level 2 can even save against shotguns, although at close range the impact is still going to break ribs and crush lungs and probably be lethal, but it's still a far better chance than going without.
Level 2 is basically paper against rifle calibers above .22lr, yes, which is of course the biggest problem for a police state in the US. Most gun murders and such are committed with handguns because a $50 lol9mm is $50.
An insurgency would be using many of the hundreds of millions of rifles in circulation around the US. Sure, you could try to up armor cops, but they're not gonna be able to chase down perps (not that they're good at that now) wearing full body level 3, and if they just run a plate carrier level 3 they're still pretty vulnerable to rifle to the face syndrome. Or side. Or back. Or neck. Or leg. Hell, assuming it doesn't sever an artery permanently wounding LEO might be better than just outright killing them if we go full Orwell.
