Governments are kind of like traffic lights, conceptually at least. They exist to protect us from ourselves and seek to impose rules that if followed, ensure individual safety and protect the community at large.

A government needs to succeed in enforcing the rules that keep people from harming one another. If it can do that, it's a success.

The government structure and the people it employs are paid for with public taxes. Since, logically, this means that your average government employee is paid more by average Americans than by the ultra-rich (as, by pure numbers, the rest of the country pays more in taxes than the ultra-wealthy), this incentivizes our government to focus on protecting the working classes (the proletariat) from those who would abuse us, but we cannot actually live without (the oligarchs). In an ideal scenario, this would mean that the oligarchs would pull in one direction, and the government structure allows the proletariat to pull equally in the opposite direction. We want an increased minimum wage, they want more ability to freely fire their employees, we meet somewhere in the middle. Ideally. Unfortunately, our obsessive, almost fetishistic focus on raw capitalism without limit has given the oligarchs previously unfathomable power, and they have slowly been able to corrupt and erode the structure of our government until now, when they are putting forward legislature to eliminate public education. Some poor saps will buy their lies hook line and sinker, and vote against their own interests, but the majority of the proletariat will always recognize an unfair deal. The question is, is there even enough governmental structure left to let us fight back? Or have the oligarchs finally won?

1st and most important is to serve as a religious anchor for the culture, a spiritual narrative if you will. This of course has to be backed by cultural artifacts and followers to ensure values that are common to all within the nation. Note that this must be an aristocratic process, ie the leaders of the country must be beheld as the greatest (or partly divine) of their kind.
Secondly the government must provide a military. Mostly for defense, but there are sometimes reasons for a nation to initiate war.
Thirdly an argument for economic management has to be made, if only for the reason of protecting the nations economic interests from foreign actors, but also the interests of the people and the socio-religious narrative. Otherwise markets should be free.
