Americans and their fear of snow. Let me tell you guys my winter wardrobe (down to -10°C) is identical to my my fall/autumn clothing up to +16°C.
That is boxers, socks, jeans, t-shirt, sweater and jacket. Beanie is optional depending if i wanna mess up my hair or not. Below -10°C i put on long johns if i'm going to spend the majority of time outside. (i mean it's still +22°C everywhere indoors and cars have heating) Around +10 i might switch boots for sneakers and above +16 jacket becomes optional depending on sun/overcast.
When i was a bit low on money i wore converse through like 2 winters, i mean just put on a thick sock and go inside if it's cold.
Most modern cars 1996+ have no problem in freezing weather as long as they have fuel injection. Winter tyres exist so driving on slick ice isn't really a problem.

philly traditionally gets much less snow than states a little while north and thus has less infrastructrure to deal with the snow.
one time in 2010-2011 winter the philly area got about 10 inches of snow over three days and everything was shut down until sunday basically (first day of snow was a wednesday). even once it stopped snowing they were slow to clean it up.
here in the okanagan which usually sees fuck all for snow has received upwards of 80cm this winter, temperatures have reached nearly record lows, and some lakes that usually don't freeze are

You go to Houston Texas, the temperature falls just below 0C (32F) and nobody can drive on the roads due to ice and people's well pumps (for water for indoor plumbing) are freezing and shit.
All comes down to where you are in north america. If you're in an area that very rarely gets snow, you don't have the shit (plows, trucks with chemical treatment sprayers, etc.) to deal with it.

in the US solid white would indicate the side of the road or a separate lane of traffic where switching lanes would not be permitted. yellow dotted would indicate passing allowed (but lane for passing is opposing traffic) and solid yellow means no passing allowed, traffic in next lane is in opposing direction.
so by US standards, solid white would indicate the shoulder, and dotted white would normally indicate the end of the lane with a second lane of traffic. obviously things must work differently in finland.
