Basically. Look at all the different cabinet members Trump's been getting. There are 15 different heads of departments in Trump's cabinet. Donald Trump is ostensibly in charge of all of them, as head of the executive branch.
The President's job is to make decisions when decisions are hard to make. Easy decisions get made long before they make it to the President. Something comes up, like the question of whether to approve drilling permits for oil, and if it's an easy yes/no, it's done automatically. If it's a pretty tough but not huge deal, it gets dealt with at the top of the department. If it's a tremendous deal, with hundreds of billions at stake, and protestors flipping out, then and only then does it make it to the President. The situation is explained, arguments are made for all possibilities, and the President decides what to do.
That's what the President does. Things are constantly coming up and getting solved, and when things are super complicated or important, they make it to the President. He probably makes four or five decisions a day. That's the job.
