However once you have a negative interest rate people will respond by taking their money out of the bank and stashing the cash, because it's worth more that way. So the argument put forward is that they should ban cash so that people can't withdraw it from the banks.

Now interest rates can be set, your money can be controlled and you have absolutely no say in any of it. In the longer term, it also makes it easier for the government to monitor "red flag purchases" (such as excessive amounts of fertiliser) and can be expanded to keeping track of everyone who buys speakers but not CDs or online music.
