Either an implosion and rebirth of the Department of Education, or a completely new Department of Continuing Education. Either way, it will be a fucking disaster. It will only lead to higher taxes to cover one discrepancy, and higher taxes to cover the next, and the next, and the next. My entire extended family lives in Greece, where college """"""""education""""""""" is "free". But you have to score well on a national standardized test. There is no application system, scores will be sent to universities around the country and you will be informed which schools you are allowed to attend. And if you do gain acceptance unless you live in Athens or Thessaloniki, you will be going to school outside of your hometown, meaning you will have to find a place to live, which the socialist government will not pay for. If you don't get into a university, you're going to have to learn a trade or work at a coffee bar for a living.

Oh, and if you want to have any success in those national exams, you'll have to take private tutoring during high school, which isn't cheap.

TL;DR - A "free" education system isn't free and will only lead to a less educated populace and the government digging a deeper hole for itself.

City College of SF is a disaster. They only barely bribed their way back to accreditation. This is probably a case where the ineptitude of the school's management made it so it cost more to collect tuition and manage financial aid than it brought in.

Tennessee has been doing this for a couple of years. No new taxes to pay for it. Get 2 years at community college free after high school. Governor just announced similar program for adults.

Here in Tulsa, Oklahoma we offer free tuition at our Community Colleges for a year (or semester, can't remember which) if you do enough volunteer hours a year. We've done it way before these faggots but no credit.
