Back in the 20s it referred to communists in Germany who wanted to align with nationalists to seize the state and bring about socialism.
After the fall of the USSR in the 90s a bunch of Heideggerian artfags started it as a performance piece more or less. It wasn't an actual political ideology.
More recently it can refer to the recent wave of nostalgia for the USSR among Russian and other eastern European nationalists, like the Novorossiyan separatists.
