SAM is any surface to air missile, so of course some are able to engage SRBMs, or even stuff like ICBMs. The Patriot PAC3s configurations 2 and 3 were specially developed to work better against ballistic missiles for example, so is the upcoming MSE upgrade.
Generally detecting isn't the problem, steering the missile into the target is.
