Not a resident anymore, but Oroville native here.

Evacuation is going smooth, everyone I know is getting out fine. A lot of the residents live in the hills or outside city limits, so there are fortunatly lots of folks who don't have to clear out the town.

They started the inspection but then didn't realize that the reservoir was at full capacity and that emergency spillway will not able to handle all the stuff. So they were forced to start up the main spillway again despite the fact that it has a huge hole in it, otherwise the emergency spill would have failed and the water would have gone all over the place.

The problem isn't the structure itself, but the landscape around it. The whole thing is a concrete-topped, earthen gravity dam. The unpaved terrain isn't meant to resist erosion from water flow, but could be vital to the integrity of the spillway and main dam structure.
