Well, from an evolutionary perspective, we can argue that the traits of self-reliance and individual responsibility were selected among the mainly white settlers who spread out among the Midwest in the 19th Century. In contrast, many of the Mexicans and Latinos coming into the US over the past 50 years or so have not been selected for those traits, since it is in their self-interest to rely on the welfare state. Thus, from an evolutionary perspective, the schema still holds up.

I don't think most countries in the developing world favor equality. They are still too close to a state of nature and lack a large enough middle-class to support a generous welfare state. At the same time, they don't generally support unlimited freedom as they tend to be tribal or collectivist. Which sort of explains why they're still "developing," as they lack the best of both ideals.

Yes, that will happen but the argument is that if you scale back the welfare state radically, that will eventually eliminate the less productive members of society from the gene pool, which is a much more extreme problem in Western liberal or social democracies.
