Ads are not put out to increase sales for certain products where there previously was no buyer's interest (that would be too risky to predict for the salesman), the purpose of ads is to take product groups that seem to have steady buyership, and to accelerate this even further.
Also, who the fuck advertises cigarettes alone? You normally advertise a shop or a retail where you buy a cigarette, not the brand. It's not 50's anymore that there are Marlboro ads all over.

I remember back when I was first getting into acid I had cartoon network on probably because I didn't know for sure if DBZ was on RIGHT NOW or not but had to check, but then Power Puff Girls were so weird, and then I really had to shit bad, so I went to take a shit.
Wouldn't you know it, the commercials came on while I was stuck doing by business so I had no way of turning them off. At least with Power Puff Girls it was shitty nonsense. The commercials were unbearable.
It really fucking killed the trip for a while smelling shit, wiping my ass, and having to endure the the realization of what commercials really were like that you'd been having on in the background all this time. Thank goodness I hadn't much taken to drinking at that point.

Usually at worst people think it's really neat and was worth it and aren't really interested in going back for more. Set and setting counts for a lot.
Then there are the people for whom it is really theraputic rather than some kind of a party drug.
And then there are the people who start getting in to it big and having too much distorted thinking and they begin to make strange life choices that somehow make sense to them. Have to maintain balance.

Here's another couple facts:
17% of African Americans smoke tobacco, this is roughly the same percentage of European Caucasians in America that do, but the raw numbers are worlds apart obviously.
African Americans smoke fewer cigarettes than average and begin smoking at a later age than average.
So if Tobacco companies are marketing heavily to majority African American communities then it's not very fucking clear why.
Apparently they just like to piss away money, but the most likely reason probably has to do with Ad space being extremely cheap in African American neighborhoods because the value of the properties(and everything else) is putrid shit.

It's the companies right to advertise where ever they want within legal confines.
By looking at the data available to me I'd say they are pissing away money on people who smoke less and are fewer in number, but perhaps they're looking at internal marketing data.

I don't know how much is still going around these days compared to RC of the month. Regardless, start small and have someone within access that you trust. It's not that hard to lose it at significant dosages or if things go south, and the important part is to know you have a safety net who can make sure whatever happens won't be something you have to worry about.

So A.) They do it because it actually works. They are companies trying to make money, they aren't spending more money marketing towards black people just because "fuck black people", but because it makes money.
B.) White people live in inner cities as well. Over the decades, smoking has shifted from a glamours thing to do, into a thing that trashy people do.
C.) These ads are designed to be as annoying as possible to force whoever is listening to tune them out. while also fulfilling their government mandated quota. The government is trying to force these companies to work against their self-interest afterall.
