They both are saying more or less the same thing: that people, especially Asians, with no personal attachment to America are coming into this country specifically to have babies here. But Jeb dances around the issue and is almost apologetic that he's bringing it up, trying to make clear that he's not being offensive to immigrants and shouldn't be judged for that.
Trump showed that all that is a waste of time. Some people are going to be offended no matter what, because any criticism of the practice / community is offensive to them. Trying to be conciliatory doesn't keep anybody from taking offense, and it softens your message so much that nobody pays attention to it; it just sounds like regular political mush.

Why would anyone with $15,000- $20,000 come to the US to have a baby in a warehouse. They could just buy a 1st class plane ticket, fly to the US, and have the baby in hospital or luxury hotel.
