The "economic miracle" wasn't really miraculous when you look under the covers. The German treasury was committing massive fraud and pretty much used a ponzi scheme to fund their activities. If any country could see their real situation, they would have known Hitler was always planning on war as he couldn't repay the debts.
Why was war not the worst idea? Germany was drowning under the burdens of the Treaty of Versailles. If he could win the war or cause enough trouble in Europe then he could have Germany's debts forgiven and restore respect to the German people. He achieved the latter. Their debts were nullified and the world no longer denigrated Germany.

High school rules still apply but money and wealth no longer disproportionately affects applicants luck in obtaining places. The more learned and contributory to society someone is the higher the privileges they will obtain and the more they will obtain. Accumulation of wealth is impossible though.
Prodigal or even moderately good artists, musicians etc can apply for sponsorship for their regional office of the arts. As long as they keep producing work they will be looked after.
