It's just an unavoidable fact that a large section of the black population is missing a chip from their brain. No other explanation for the amount of violent crime, a lot of it devoid of any rationale beyond a delight in hurting someone for the sake of hurting them.

Decisions like a guy in a stolen car surrounded by cops who are talking to him calmly and with no weapons drawn. Suddenly the guy bolts out of the car shooting with one cop being hit. The perp runs up the street and is caught within five minutes. An absolutely nonsensical decision that no rational human would make because they understand they have no chance of escaping and shooting a cop will only make their situation a lot worse in comparison with being charged with stealing the car. But if your brain doesn't process anything beyond the extremely short-term, well, obviously you're not going to make decisions like a rational human being with ordinary mental faculties.
