Soviet Union created one of the largest invasion forces in history with an insane amount of tanks. Stalins plan was to wait for Germany and England and the rest of Western Europe to destroy eachother, than swoop in and occupy.

Stalin had just recently purged all of his competent officers, and Hitler knew that this would be the ideal time to attack before the soviets could ramp up their military to its full potential.

The Soviets were prepping to do exactly the same thing. Part of the reason Barbarossa was so successful in the beginning was the Red Army was outfitted and training to invade, not to defend an invasion. Belarus knows this better than anyone else, as they were the centerpoint of the opening days of the operation and it's what contributed most to them losing 26% of their population by the wars end.

Their plans didn't really make sense. The army was set up around Tukhachevsky's deep battle ideas, but then the army was recently purged and formal promotion of the doctrine in association with his name was dangerous. After the purges most of the control was in the hands of Stalin's buddies from the 1st Cavalry army and some tank units were even being turned back into cavalry. What was left behind was an army that had no doctrinal provision for defense at all. So in the event of any war, strategically aggressive or defensive, that is to say, someone else attack the USSR, the army was expected to immediately attack. So it is not certain that Stalin had the forces arrayed specifically to attack. The plan was to attack even if someone else started a war. I'm not saying that it's a good plan.

Stalin may or may not have been planning an invasion himself but the arrangement of troops on the border is not evidence of it.
