So the first weather report said "catastrophic flooding" in my area (socal) then the next report I saw said light rains 1-3 inches.
A third report said high winds, and disastrous flooding. Do they know what is coming? Weather reporters don't usually say "catastrophic" and disastrous when describing heavy rains.

Thing is... that's a ridiculously conservative estimate. It basically assumes that a massive wall of water, with the force of many explosions coming down nonstop WOULDN'T erode the entire hillside much lower OR undermine the main chute of the dam OR actually leach below the head of the dam itself.
If the spillway goes, odds are most of that lake will come out and "30 feet" is a silly underestimation.

The E-spillway is rated for like 200,000 CFS. If the thing collapsed I would guess you're looking at 1-2 million CFS, which could possibly destroy the next dam downstream.
