I think 100k is max main spillway outflow. If inflow outpaces that for long enough, then the emergency spillway will come into automatic use once the level goes above 900feet. Then we get more erosion which could lead to the dam failing entirely. At the same time, if the main spillway continues to erode with 100k outflow, we could see dam failure due to the erosion under the main spillway.
There are a couple of things that need to happen for it to really happen. a) Continued heavy rain. This is obviously critical b) Continued erosion under the main spillway. Hopefully today we get some new images. If the erosion is continuing up towards the power lines then we are in good hands.
Just to fill everyone in, they have dropped 30 feet in the past 4 days or so outflowing somewhere between 90-150k constantly. In order to get the emergency spillway into use again it needs to dump.

they haven't shut it so there's still basically a waterfall hitting the hole that was already there
i think its capable of more but they limit it to that so they don't cause floods down stream it is possible that they could open it up and deal with smaller floods down stream to prevent a huge failure and giant flood
