I think the best way to help is to set up camps for Refugees close to where they were fleeing from, in Jordan for example, also a Muslim country, less of a culture shock for everyone involved, the surrounding countries, first port of refuge, should be the ones taking them in, and the rest of the world could and should chip in with money and other resources.
