No the issue is, not enough people want to live in the middle of nowhereistan, siberia.
Its like you have your "fly over states" in the USA, only siberia is much different because the conditions are so harsh, you cant build foundations on permafrost, and every spring the ground and roads turn to mudshit because permafrost starts to melt, making any travel by car impossibru, thats why they mainly use helicopters to supply villages and towns.
